Google Workspace for Nonprofits is genuinely free. The application should take a few days. In practice applications can sit pending for weeks: verification fails, the status never changes, and support replies with a link to the page you have already read.
Most of the stuck applications we see fail at one of four stages. The order matters, because a fix at a later stage does nothing while an earlier one is still open.
The four stages, in order
- Google for Nonprofits request. You apply with a Google account and your organisation’s registration details. This is the account that everything else hangs off.
- Organisation verification by Goodstack. Google does not verify nonprofit status itself. Its validation partner Goodstack does, with its own document requirements per country. Until Goodstack approves the organisation, nothing you do inside Google will move the application.
- Workspace activation. Once Google for Nonprofits is approved, you activate the Workspace for Nonprofits offer from inside the Google for Nonprofits account. This needs an existing Google Workspace account on your domain, and the domain has to match the one on the application.
- Domain verification. Google asks you to prove the domain is yours, usually with a TXT record in DNS. Only after this does the free edition apply.
Check where you actually are before you start fixing things. The status of the organisation check is shown in your Google for Nonprofits account, not in the Workspace Admin console.
1. The organisation is not approved by Goodstack
This is the check people forget, because it happens outside Google Workspace. If the status is still pending or the application was rejected, the usual reasons are a document that does not prove current registration or a name that does not match the registry. Fix it there; re-verifying the domain will not help.
2. Eligibility is misread
Schools, universities and government bodies are not eligible for this programme (education has its own Workspace for Education editions). Hospitals and healthcare organisations are also excluded. Religious organisations can qualify if they meet the other conditions. Latvian biedrība and nodibinājums structures qualify in most cases, but the registry extract has to match the name on the application. Read Google’s eligibility guidelines for Latvia before you apply, not after a rejection.
3. Domain ownership is not proven
The two classic mistakes: the TXT record gets added at the registrar while DNS is actually served elsewhere (the authoritative DNS provider is not always the registrar), or someone keeps re-requesting verification every hour. Per Google, DNS changes can take up to 72 hours to propagate, and re-requesting does not speed anything up. Check the record from outside your network with a public DNS lookup tool.
4. The Workspace account does not match
The Workspace account you activate the offer on must be on the same domain as the application and must not already be on a discounted or legacy plan. If you set up a Workspace trial on a different domain, or someone created a Workspace account for the organisation years ago, the activation request stalls here.
What you get when it works
- Workspace for Nonprofits: free, up to 2,000 users and 100 TB of pooled storage for the whole organisation.
- Discounted Business Standard and Business Plus editions for nonprofits, also capped at 2,000 users, if you need meeting recordings, the premium booking-page features or larger per-user storage. Note that pooled storage on a paid edition is calculated per user: ten Business Standard licences at 2 TB each give 20 TB in total, which is less than the free edition’s 100 TB.
For most small organisations the free edition is enough. Set it up properly once: users, shared drives and security are administered the same way as in a business account, even though some paid-edition features are missing.

Work through the four stages in order: Goodstack status approved, eligibility confirmed, DNS record visible from outside, Workspace account on the matching domain. The fix is usually one detail, not a new application. Two limits to know: the eligibility decision belongs to Google and Goodstack, not to us or any other partner, and a typical verification takes a few business days, so give each step time before assuming it has failed.
